In order to use an ASIO card with Phrazer, you must put the ASIO driver for your card in this folder. This is where Phrazer looks for the ASIO drivers it displays on the 'Engine' page of the preferences. Once you have placed your ASIO driver in this folder, change the engine on the Phrazer preferences page to ASIO and select your driver.
Remember, Phrazer can use ASIO directly only if no other application wants to use the same ASIO card. If you want both Cubase and Phrazer to share the same ASIO card, for example, a better solution is to use ReWire. This lets Phrazer route its' audio outputs into Cubase directly, so that Cubase can output to the sound card.
